Peter Young, DLNR Chairperson, provided details on DLNR's unprecedented budget request of $92-million being proposed to the coming Legislature. DLNR’s 2007 Budget Summary The Department of Land and Natural Resources (DLNR) is requesting $92-million for its operating budget for the next fiscal year (2007). The following summary provides some details on programs and initiatives DLNR will be able to undertake when the budget request is approved. DLNR’s budget is unprecedented in scope and scale and demonstrates Governor Lingle's commitment to protecting our natural and cultural resources for the benefit of future generations. History In 2002, DLNR’s budget was $60-million; DLNR is currently requesting $92-million · The requested amount is unprecedented in the history of DLNR · The difference represents an increase of over 50% over the 2002 budget · The difference represents an increase of over $15-million from this year’s budget Breakdown of $92-million budget request · General Funds - $29-million · Special Funds - $50-million · Federal Funds - $13-million How will DLNR's proposed budget be spent? DLNR’s budget represents an investment in improving the quality of life for the people of Hawaii and protection of our precious resources. Many of DLNR's priorities remain the same. However, DLNR will pursue some of its priorities with new tools and methods: Invasive Species · DLNR stands fast in protecting the resources and fighting Invasive Species is our number one priority because it is the single most-effective way to protect Hawaii’s natural resources · The proposal calls for continuation of DLNR’s multi-year, $4-million per year initiative · Key program goals: Prevention, Response & Control, Targeted Research and Outreach Parks Maintenance · DLNR is expanding on last year’s initiative that focuses on cleaning and repairing our State Parks facilities (Last year, DLNR asked for, and continues to receive, an added $977,000 to State Parks budget for needed cleaning and repairs.) · $486,000 is requested to be added to this increase so DLNR can expand, from semi-annually to semi-monthly, the power-washing, chemi-clean, steam-cleaning and sanitizing of the 85 statewide Parks restrooms Environmental Education · DLNR is requesting $1-million to support statewide environmental education programs · This will add to the already expanding program of making state land available for private operators to provide environmental education to Hawaii’s children. · Funds will be granted through an RFP process to environmental education providers across the state to enhance their existing environmental education programs. Parks - Harbors Security · DLNR is requesting $800,000 to place uniformed security personnel at State Parks and Harbors · Uniformed security personnel will be placed at 22 of our state parks and patrolling our harbors - they will curtail vandalism & break-ins, handle gates and by their presence will eliminate loitering and illegal activities · Presence serves as a deterrent to inappropriate behavior, provides assistance to and educates users, allows DLNR to monitor the resources and, ultimately, enhances protection of the resources and makes for a more enjoyable experience by all · DLNR enforcement officers spend approximately 40% of their time dealing with State Parks (15%) and Boating (25%) concerns · This program will free up time for DOCARE enforcement officers, allowing them to focus on natural and cultural resource concerns Stream Evaluation · DLNR is requesting $650,000 to work toward fulfillment of the State’s obligation to establish instream flow standards for Hawaii streams · Of the 376 perennial streams statewide, DLNR will evaluate the 1,242 stream diversions and will: o Perform field verification of stream diversions o Assess stream characteristics o Facilitate the determination of instream flow standards Watershed Protection · DLNR is requesting a $4.7-million increase in the spending natural area reserves and watershed protection. o $1.6-million will be used to protect Hawaii's natural area reserves – these serve to preserve and protect Hawaiian biological ecosystems and geological formations. o $2.6-million will focus on watershed resources and support the nine Watershed Partnerships that protect over 1-million acres of Hawaii’s forested watersheds. Aquatic Resources Protection · DLNR is requesting over $1.8-million in added spending to protect Hawaii’s aquatic resources and habitats. Land Acquisition · DLNR is requesting a $4-million in increased spending for land acquisition so the state may preserve and protect important natural and cultural resources. Capital Improvement Projects DLNR is requesting $72-million to make needed capital improvements across the state. This amount is unprecedented in scope and scale for DLNR. I have always loved seeing how happy couples are to receive beautiful Hawaii wedding photographs and video. I know most couples who plan a Hawaii wedding would like to have an excellent chance to get a Romantic Sunset Photograph at the end of their Hawaii wedding. Sadly most locations won't have a sunset and most photographers don't know how to capture it on film correctly even if it did happen. New - There are many couples who come to Hawaii who think that the weather in Hawaii is always nice. Many advertisements offer a sunset wedding package even though the sunset is on the opposite side of the island. This is quite common on Kauai and Oahu. People just don't ask enough questions. Hawaii also gets rain all the time. I worked on Kauai for six years and have seen it rain on far too many weddings. The sunsets are almost never visible.Nearly 50% of Kauai weddings get rain. Hanalei gets so much rain you could have a very wet vacation. It can be very nice but you never know. Maui's free locations are usually very small and crowded. The last two times I was on Maui it rained in Wailea and Lahina. I have seen as many as 14 couples show up at the same beach for a wedding.Oahu is fun and has good shopping, I don't consider it a romantic place. Many couples sit in traffic on their wedding day. I know the best sunset wedding location in Hawaii - and it's free. The sunsets are the best in Hawaii all year. It's like a machine - almost every night. Up at Waikoloa, just 25 miles from Kailua Kona on The Big Island of Hawaii, the rainfall is about 6 inches a year. Very little rain and excellent hotels and activities.What a great combination . Other locations on Hawaii Island aren't nearly as nice. I know several of the very best Licensed Ministersin Hawaii and we are offering an unbeatable wedding package. We charge less than many other photographers who don't have the equipment or experience that I do. Within the last month, I spent $8,000 for two new still camera systems complementing my already number one system developed over 12 years for Hawaii Weddings. One pro color film, one digital and one backup. This is a slow move to digital. Pro film is still nice with bright highlights - like sunset. Digital images are made availabe on your free web site. I am not substituting to save money on film, it's just that digital is so nice. Actually I am spending lots of money because of the additional cameras, flash and memory cards. Also digital creates endless hours on the computer, but I feel it's worth it now - with the new cameras available. I am always striving to be the very best I can. The prints from digital are made on the same pro photo paper at our lab - made to last 100 years. Digital has arrived and it requires photographers to be computer geeks. I have been editing digital video for years already. Another really great feature about having everything on CD is my ability to edit in some of the best images from the photo shoot when making wedding DVD's - really impressive. Recently we had some bad weather pass by Hawaii. The clouds turned really nice colors after sunset - very very low light and after sunset. With the digital camera I was ready to capture the moment. The scene lasted less than TWO MINUTES. The flexability of digital allowed me dial in the equivelent of ASA 800 film to capture another very special photograph for them - along with the pro film - it's an added benefit that doesn't take away from what I've been doing for many years. This flexability (changing film speed in 10 seconds) is really wonderful. The other benefits of having everything on CD things like cropping and simple retouching at no charge. Also I can make an unlimited number of images. This is great for Photo Journalism style combined with the traditional. Also, if we have everything on CD, magazine style wedding album pages are possible in PhotoShop CS - really cool. Digital cannot be ignored and we are already a digital studio (video).Digital Video is way more complex than Digital Stills. Mention (email me) that you read this and I'll make a free automated website with photographs from your wedding. Available in 1 day. This is nice for family to see your wedding pictures on the net. Usually I email the password once the site is ready. Normally I will leave the site up for 60 days. Should family members want prints they can also order direct. Hardly known, however, is that freedom also saves millions of lives from famine, disease, war, collective violence, and democide (genocide and mass murder). That is, the more freedom, the greater the human security and the less the violence. Conversely, the more power governments have, the more human insecurity and violence. In short: to our realization that power impoverishes we must also add that power kills. Through theoretical analysis, historical case studies, empirical data, and quantitative analyses, this web site shows that: uote Freedom is a basic human right recognized by the United Nations and international treaties, and is the heart of social justice. Freedom is an engine of economic and human development, and scientific and technological advancement. Freedom ameliorates the problem of mass poverty. Free people do not suffer from and never have had famines, and by theory, should not. Freedom is therefore a solution to hunger and famine. Free people have the least internal violence, turmoil, and political instability. Free people have virtually no government genocide and mass murder, and for good theoretical reasons. Freedom is therefore a solution to genocide and mass murder; the only practical means of making sure that "Never again!" Free people do not make war on each other, and the greater the freedom within two nations, the less violence between them. Freedom is a method of nonviolence--the most peaceful nations are those whose people are free. The purpose of this web site, then, is to make as widely available as possible the theories, work, results, and data that empirically and historically, quantitatively and qualitatively, support these conclusions about freedom. This is to invite their use, replication, and critical evaluation, and thereby to advance our knowledge of and confidence in freedom--in liberal democracy. It is to foster freedom. IMPORTANT NOTE: Among all the democide estimates appearing on this website,some have been revised upward. I have changed that for Mao's famine, 1958-1962, from zero to 38,000,000. And thus I have had to change the overall democide for the PRC (1928-1987) from 38,702,000 to 76,702,000. Details here. Thus, the new world total: old total 1900-1999 = 174,000,000.New World total = 174,000,000 + 38,000,000 (new for China) + 50,000 (new for Colonies) = 262,000,000. Just to give perspective on this incredible murder by government, if all these bodies were laid head to toe, with the average height being 5', then they would circle the earth ten times. Also, this democide murdered 6 times more people than died in combat in all the foreign and internal wars of the century. Finally, given popular estimates of the dead in a major nuclear war, this total democide is as though such a war did occur, but with its dead spread over a century.
