Peter Young, DLNR Chairperson, provided details on DLNR's unprecedented budget request of $92-million being proposed to the coming Legislature. DLNR’s 2007 Budget Summary The Department of Land and Natural Resources (DLNR) is requesting $92-million for its operating budget for the next fiscal year (2007). The following summary provides some details on programs and initiatives DLNR will be able to undertake when the budget request is approved. DLNR’s budget is unprecedented in scope and scale and demonstrates Governor Lingle's commitment to protecting our natural and cultural resources for the benefit of future generations. History In 2002, DLNR’s budget was $60-million; DLNR is currently requesting $92-million · The requested amount is unprecedented in the history of DLNR · The difference represents an increase of over 50% over the 2002 budget · The difference represents an increase of over $15-million from this year’s budget Breakdown of $92-million budget request · General Funds - $29-million · Special Funds - $50-million · Federal Funds - $13-million How will DLNR's proposed budget be spent? DLNR’s budget represents an investment in improving the quality of life for the people of Hawaii and protection of our precious resources. Many of DLNR's priorities remain the same. However, DLNR will pursue some of its priorities with new tools and methods: Invasive Species · DLNR stands fast in protecting the resources and fighting Invasive Species is our number one priority because it is the single most-effective way to protect Hawaii’s natural resources · The proposal calls for continuation of DLNR’s multi-year, $4-million per year initiative · Key program goals: Prevention, Response & Control, Targeted Research and Outreach Parks Maintenance · DLNR is expanding on last year’s initiative that focuses on cleaning and repairing our State Parks facilities (Last year, DLNR asked for, and continues to receive, an added $977,000 to State Parks budget for needed cleaning and repairs.) · $486,000 is requested to be added to this increase so DLNR can expand, from semi-annually to semi-monthly, the power-washing, chemi-clean, steam-cleaning and sanitizing of the 85 statewide Parks restrooms Environmental Education · DLNR is requesting $1-million to support statewide environmental education programs · This will add to the already expanding program of making state land available for private operators to provide environmental education to Hawaii’s children. · Funds will be granted through an RFP process to environmental education providers across the state to enhance their existing environmental education programs. Parks - Harbors Security · DLNR is requesting $800,000 to place uniformed security personnel at State Parks and Harbors · Uniformed security personnel will be placed at 22 of our state parks and patrolling our harbors - they will curtail vandalism & break-ins, handle gates and by their presence will eliminate loitering and illegal activities · Presence serves as a deterrent to inappropriate behavior, provides assistance to and educates users, allows DLNR to monitor the resources and, ultimately, enhances protection of the resources and makes for a more enjoyable experience by all · DLNR enforcement officers spend approximately 40% of their time dealing with State Parks (15%) and Boating (25%) concerns · This program will free up time for DOCARE enforcement officers, allowing them to focus on natural and cultural resource concerns Stream Evaluation · DLNR is requesting $650,000 to work toward fulfillment of the State’s obligation to establish instream flow standards for Hawaii streams · Of the 376 perennial streams statewide, DLNR will evaluate the 1,242 stream diversions and will: o Perform field verification of stream diversions o Assess stream characteristics o Facilitate the determination of instream flow standards Watershed Protection · DLNR is requesting a $4.7-million increase in the spending natural area reserves and watershed protection. o $1.6-million will be used to protect Hawaii's natural area reserves – these serve to preserve and protect Hawaiian biological ecosystems and geological formations. o $2.6-million will focus on watershed resources and support the nine Watershed Partnerships that protect over 1-million acres of Hawaii’s forested watersheds. Aquatic Resources Protection · DLNR is requesting over $1.8-million in added spending to protect Hawaii’s aquatic resources and habitats. Land Acquisition · DLNR is requesting a $4-million in increased spending for land acquisition so the state may preserve and protect important natural and cultural resources. Capital Improvement Projects DLNR is requesting $72-million to make needed capital improvements across the state. This amount is unprecedented in scope and scale for DLNR. While many of the cultures have mixed and mingled over the years, each culture maintains much of its ethnic heritage in its food. The Hole-in-the-Wall Tour takes you to four of the following restaurants: Pho Nam (Vietnamese) Zaffron (Indian) Sugoi (Local-style Bento & Plate Lunch) Antonio’s New York Pizzeria (Pizza & Cheesecake) Liliha Bakery (for the Hawaii-Famous Coco Puff Pastry) Scattered in four separate areas of metropolitan Oahu, these restaurants show you that good food is often found in the most unlikely places and that not all good food on Oahu is found in Waikiki. It really doesn't matter if you like all of the food you sample. There will be plenty of items that you will enjoy. For example, I am not big on vegetables and much of Vietnamese cuisine is heavy on vegetables. On the other hand, I really enjoy a good plate lunch and Sugoi was the perfect spot for a great Bento box with spicy garlic chicken, beef teriyaki and hapa rice. If you've ever had pizza in Hawaii, it's usually pretty bad, but Antonio's is owned and operated by two brothers from New Haven, Connecticut who make pizza like it should be made and cheesecake and cannoli to die for, As for the Liliha Bakery.... Well, you have to taste one of their coco puffs! This tour is offered daily from 10:00 a.m. to 2:00 p.m. The cost is a bargain at $59 per person. Look down and thewater is the deepest of blues. Look to your left and you see people taking lessons. Lookfar to your right and you see pros throwing loops off nothing. Everyone who has had thegood luck to sail at Maui long enough (including myself) has a great story to tell, infact, many great stories . . . breaking or losing half of their sailing equipment on theinfamous and dreaded Hookipa "rocks" and the feeling of absolute terror in theimpact zone with not a breath of wind in your sail.On a given day, Maui has a greatervariety of sailing conditions for all levels of boardsailors than anywhere in the world.Maui's motto says it all :"MAUI NO KA OI". Translated it's :Maui is thebest.This is truly a place designed for Windsurfing. Sailing Conditions: For those looking for high winds: visit Maui in thesummer. From May to August, the northeast trade winds average 15 to 25 miles/hr, with manydays in the 20 to 30 mile/hr range. The summer is also when the wave swell is at itssmallest. For those who are looking for Maui's famous surf: visit it when there are bothtrades and waves - spring (March to May) and fall (September to November). From Decemberto February, the northeasterlies are less consistent, but there are still great sailingdays during this time - big wave days especially! During the winter, Kona storms willbring in 10-to 20-knot southwesterlies to the south shore. The sailing is side-onshore,port tack, with conditions similar to lake sailing. Another typical winter occurrence is5-to 15-knot northerlies. These winds funnel between the West Maui Mountains and theHaleakala Crater creating great side-offshore, slalom sailing on the south shore. KANAHA BEACH PARK - Kanaha is abeautiful beach park with long, sandy beaches, grassy area for rigging, fresh watershowers, shading trees, and picnic tables, all located in Kahului on the northshore.Sideshore northeast tradewinds blow consistently during June - August, with typically flatwater sailing on the inside, and good bump and jump conditions on the outside. BetweenOctober and May you can find waves on the outside reefs, ranging from small wind swell toexpert wave riding conditions. Most windsurf schools operate at Kanaha because of theconsistent wind and warm water. All year round it is a perfect place for any level sailor. SPRECKELSVILLE / CAMP ONE - Up the coast fromKanaha there is a residential area called Spreckelsville which has many beautiful sandybeaches. The main area to sail is affectionately known as "Sprecks", whichprovides pristine blue-green water and white sandy beach. Parking is limited, so arriveearly. There are no facilities or showers. The sailing level is typically intermediate toadvanced, with the reef making for more chop and breaking waves. Camp One is a no frillsbeach at the end of the Kahului Airport runway. The place has no showers, no grass riggingareas, no toilet, and barely a trash can. It does have a beautiful beach and the onlybreaking waves for most of the summer. The place is frequented by German's, Australians,Italians, French and local windsurfers. It's a place where you want to be polite andfollow the local traditions and laws to the letter. HOOKIPA - Hookipa is the windsurfingmecca of the world. Host to World Cup sailing and surfing contests, Hookipa rips. Jaggedlava rock, exposed reefs, a gnarly shorebreak, light inside winds and powerful ripcurrents make this north shore difficult to launch off limits for most sailors. Expertslaunch from the Beach Park, just downwind from the pavillion. Expect crowds, with manysailors lulling around the outside and looking for a good wave to rip on the inside. Whenthe water flattens in the summer months, slalom sailors launch here at Hookipa and blastdownwind along the north shore. KIHEI - Kihei is the south shore's mostpopular windsurfing spot. When the tradewinds blow north/northeast the pavillion locatedat the intersection of Ohukai Street and South Kihei Road is a great place to sail. Thereef can be shallow on the inside, especially near the Maui Sunset, so consult the localsbefore venturing out. Kihei is good for all level sailors and has a variety ofaccommodations nearby!
