Kubota WAILUKU Lanai Water Co. has decided against fluoridating the island's drinking water supply, despite encouragement otherwise from state health officials. Company President Vince Bagoyo said the residents do not support fluoridation. "It's always been our decision that the residents should make that decision, and for Lanai there's no fluoridation," said Bagoyo, also vice president of Castle & Cooke. Bagoyo said last August that the company supported the project based on a community meeting on Lanai, where citizens and health professionals listed fluoridation as a priority. But since then the proposal to fluoridate Lanai's drinking water has been under attack by some groups and individuals in Maui County. They say fluoridation has been associated with illnesses such as osteoporosis and cancer, and if people want to add fluoride to their diet, they should do it as individuals. The decision by Lanai Water Co. comes when the Maui County Council is considering a bill that would ban fluoridation in private water systems. Councilwoman Jo Anne Johnson said she introduced the measure to give the people a choice in what they want in their water. Johnson said there is evidence that fluoride in the diet may increase the risk of medical complications for children, the elderly and those with cardiovascular, kidney and other chronic disorders. She said she is also worried about the health effect of excessive fluoridation in children. "I always err on the side of caution," she said. "I think people should have the right to choose what they want in their water. ... We should not be forcing it upon individuals." Several Maui residents testified in favor of the bill. But Dr. Mark Greer, chief of the state Dental Health Division, said fluoridation is taking place in virtually all major cities and that there was nothing to prove claims that it causes health problems. "We've heard all the claims against fluoridation," he said. "There is nothing to substantiate a downside in fluoridation." Greer, who had planned to fluoridate Lanai's drinking water by this spring, said the division still believes it is a good idea and wants to continue talks with the community. State health officials say statistics for school year 1999 showed Lanai had the highest rate of tooth decay in children ages 5 to 9 among the Hawaiian Islands and more than three times the rate of children on Hawaii military bases where there has been fluoridation since the 1950s. Greer said fluoridation would be good for Lanai. "This is what it's about: reducing disease and reducing the cost of health care," he said. Johnson's bill, along with a resolution asking the Maui Board of Water Supply to prohibit fluoridation, has been referred to the Council's Public Works and Transportation Committee. Big mistake. Hilo, the county seat of the Big Island, with a population of 47,000, has authentic South Seas charm, a vibrant local culture, a rich history and some of the grandest sights anywhere on the planet. Located on the windward side of the island, Hilo has taken a backseat as a tourist destination to the Kailua area on the Kona Coast, with its dry climate and reliable sunshine, luxury hotels, world-class sportfishing and famous coffee. Hilo's physical setting is spectacular, with false-fronted, early 20th century downtown buildings curving along Kamehameha Avenue around palm-lined Hilo Bay, and 13,796-foot Mauna Kea -- snow-crowned in winter -- rising majestically in the background. The city's tropical gardens are perpetually abloom with orchids, ginger and anthurium, and its orchards are heavy with avocados, bananas, guava and macadamia nuts. Just up the road, the active volcano Kilauea steams and smokes and sends molten lava streams snaking seaward. Unlike Honolulu, which is beset by many of the mainland's intractable big-city problems, or Kailua-Kona, with its array of glitzy shops and tourist hustle, Hilo is your basic working-class American small town, except for its decidedly tropical atmosphere. A city with a day-old-bread store smack in the middle of its main street does not put on airs. Yes, Hilo has sprawl. Development, including a huge shopping center with a Wal-Mart, creeps inexorably up Highway 11. But at the city's old, slightly ramshackle, multiethnic core, the beat is slow. Pidgin, the local dialect, is widely spoken here. The Wiki Wiki market advertises "Poi -- We Always Get" in its front window. An arborist in the Puna district bills himself as "Da Puna Pruna." One of Hilo's most colorful and distinctive institutions, the Suisan fish auction on the waterfront at Banyan Drive and Lihiwai Street, was recently closed and doesn't expect to reopen. But visitors can still experience fresh-from-the-producers action at the daily farmers' market on Kamehameha Avenue, where flowers, tropical fruit and vegetables, smoked fish, local cheeses and even some livestock are for sale. We saw a baby goat sold for $50 and led away on a rope leash by a father who evidently intended it as a family pet. Old-town Hilo, between Ponahawai Street and Wailuku Drive, extending three blocks back from Hilo Bay, is an easy stroll. But a car is handy for attractions on the edge of town, notably Rainbow Falls and the Boiling Pots on the Wailuku River, and the tropical gardens that lie just beyond the city limits. One of Hilo's don't-miss attractions is its Pacific Tsunami Museum. Hilo was devastated by two deadly "tidal waves." In 1946, 91 people died and most of the city's business district, an entire residential area, its railroad and the royal fish ponds were destroyed. In 1960, a 35-foot swell, born of an earthquake off the coast of Chile, 6,000 miles away, killed 61 people and destroyed 537 buildings. The museum features awe-inspiring photographs of the damage created by the tsunamis and a video, with scenes from both, plus interviews with survivors. "We're overdue for another big one," said Nani Pierce, a museum docent and survivor of the 1960 disaster. Hilo figures to be better prepared next time, since the installation of a fine-tuned early-warning system, plus the creation of clearly marked evacuation routes leading to higher ground. "First there's a warning," Pierce said. "Then 'it's coming' and finally 'watch out, it's here.' " Another worthwhile attraction is the Lyman Mission House and Museum. Built in 1839 by Congregationalist missionaries, it is the oldest wood-frame building on the island of Hawaii, and it contains an impressive aggregation of furniture, household implements and artifacts from the period when the impact of newly arrived people of European ancestry was first being felt in the Hawaiian Islands. Dining in Hilo can be an adventure. And it can be cheap. At Cafe 100 on Kilauea Avenue, we filled up for $4 each on loco moco -- a cholesterolically lethal, but tasty, concoction of fried meat under a mountain of gravy-soaked rice, topped with a fried egg. Cafe 100 serves 17 kinds of loco moco, including the Super Loco, which includes Spam, linguica, kim chee, two fried eggs and a side order of macaroni-potato salad. Low International Food, which occupies the corner of Kilauea Avenue and Ponahawai Street and specializes in unusual breads -- mango, guava, taro, coconut -- also serves something called a gravy burger. Being fainthearted haole mainlanders, we passed. Banyan Drive, a 15-minute stroll or a short drive from downtown Hilo, is a destination in itself, with luxury hotels, Uncle Billy's lounge -- which has a nightly Hawaiian musical act -- a nine-hole golf course and one of the most delightful public spaces anywhere, the Liliuokalani Garden. Meticulously landscaped, clean as a pin and free, the Japanese-style garden is situated on the edge of Hilo Bay and has been constructed to permit tidal movement in the pools set among its walking paths and flowering shrubs. Fishing is permitted. The banyan, ironwood and palm trees throughout the garden resound with birdsong -- principally mynah birds, which, along with mongooses and feral cats, are a dominant wildlife species on the Big Island and the bane of indigenous fauna. There are swimming beaches near town, but better ones are 45 minutes away on the Puna Coast, southeast of Hilo. Among them is Alalanui Park, where we soaked in a terrific, sandy-bottomed thermal pool, protected from crashing surf by a breakwater -- a good thing to remember when the tsunami alarm goes off. No fancy ingredients, and no special spices. When I think of Hawaiian food, I think of only 2 places...today, I made a trip to the one that stands out in my mind the most, Helena's Hawaiian Food. Why do I remember this place? Well, it was actually the first place that I had ever eaten Hawaiian food at about 27 or so years ago, and although the shop has moved once since the first time I was here, the food is still the same. Helen Chock, owner of Helena's, has been in business for almost 60 years and is the owner/chef of first Hawaii restaurant to be honored with the James Beard Foundation's Regional Classics Restaurant Award in 2000. Mrs. Chock, who's in her late 80s, still works at the restaurant daily...how's that for dedication? Today, the restaurant is quiet. There are a few groups of people eating here at 1:30 pm and a few tourists have just happened to walk in, mentioning that they had read about the place in the Zagat Survey. After I'm seated, the waitress comes over to take my order with a smile and a glass of ice cold water in hand (thank you)! Gosh...it's hot outside today! Since I'm eating alone, I can't order too much (otherwise I won't eat it all), so instead of ordering something on the pre-set menu, I order dishes ala carte. First, I start with a bowl of poi (small bowl, US$1.75). Poi is a staple of the Native Hawaiian diet, much like rice is a staple in most Asian diets. Poi is made by first steaming, baking or boiling the taro corm/tuber and then pounding with water to produce poi. There is a distinct taste that's very hard to describe, but other than that, there is very little flavor to this at all. Second on my list to order is the luau squid (US$2.75). I know what you're thinking...what is that? Well, squid luau , is squid that has been cooked with luau (taro) leaves and coconut milk. That said, this is one of the best that I've ever tasted. Smooth and creamy, with not too much coconut milk, but just enough to enhance the flavor of the luau leaves. There were generous portions of melt-in-your-mouth squid to be found in this dish as well! The last dish that I had is probably one that this place is most famous for, the pipikaula-style short ribs (small order, US$3.50). Pipikaula is similar to beef jerky. Traditionally, it's prepared by first rubbing strips of beef with coarse salt and hanging to dry until the outside is dry and the inside is still juicy (normally about 2 days). Helena's makes the pipikaula-style short ribs in a similar fashion, hanging the pieces of short ribs over the stove in the kitchen to dry. My guess is that right before serving, the short ribs are quickly pan fried to give it a bit of "crunch". The outside was crispy, the inside moist and tender, and the meat had just the right amount of fat to make this a winner! As far as flavor, this had just the right hint of salt, not too much and not too little! Ahhhh....... The meal is rounded out by a small serving of raw Maui onions, red alae salt (the red color comes from clay) and haupia (which is a coconut flavored dessert, similar in texture to a really firm pudding). All in all, this was a simple, yet satisfying meal. As I left the restaurant, I wondered why I don't come here more often. Since I couldn't answer that, I guess that means that I will be here more often to enjoy more of this fantastic food! Is the taro that you mentioned in poi the same with the "taro" in japanese? hehe. The squid luau did send off negative message on first sight. It looks to me like a mixture of green curry and pureed spinach :p were you put off by the sight the first time you tried it? The squid luau is actually something like frozen spinach (but more like collard greens) that have been cooked for a long time. It also has coconut milk in it. Posted by: FatMan Seoul | October 07, 2004 at 07:14 PM Hi FatMan, Well, poi is actually quite bland and tasteless, sort of like how rice is. The flavor is so subtle that you hardly notice it. Many Hawaiians that I know like to eat it when it gets sour, usually two or more days old. Some even like to eat it when mold starts to grow on top like scum (usually after about 4 or 5 days). The squid luau is actually really good. It's squid and luau leaves (which is the leaf from a taro plant) which are cooked in coconut milk until tender. Plain cooked luau leaves taste a bit like spinach. I don't believe that taro is the same thing as a yam. It is a tuber related to the Japanese araimo (dasheen), or bun long (Chinese taro). As far as barbecues go, I don't think that Hawaiians are that well known for it. If you're talking about traditional Hawaiian cooking most of it was done in an imu (an earthen pit filled with hot lava rocks/coals).
