The functions of the programs are mandated by Chapter 94, Hawaii Revised Statutes. The Division is organized into two branches, the Historical Records Branch and the Records Management Branch. The Historical Records Branch maintains the Hawaii State Archives, the state's central repository for non-current government records of permanent value. The State Archives also houses other historical materials including manuscript collections, maps, photographs, and government publications. The Archives is open to the public. The Records Management Branch provides support services to state government agencies of the executive and legislative branches. It does not offer services directly to the public. The Branch develops and revises records retention and disposition schedules for the State Comptroller's approval. These records schedules identify the minimum amount of time specific records shall be maintained and their final disposition. Policies and guidelines on special topics are issued to facilitate government's efficient and effective management of its records. The State Records Center stores inactive, non-permanent records in bulk for state agencies for cost-efficiency and security. It is not authorized to release any records directly to the public.
