For such a small area--38 miles long and 10 miles wide--this island has many unique features. It has the longest white-sand beach in Hawaii at Papohaku Beach. It has the world's highest sea cliffs at 2,600 feet on the North Shore. It has Hawaii's only barrier reef that protects the east and south sides of the island. These are only the most obvious highlights. Molokai has only one main road, no traffic lights, a top speed limit of 45, and no building taller than a palm tree! On the west end, the Kaluakoi Resort at Kepuhi Beach offers several complexes of condos and villas on the shore, as well as, a golf course set among the palms. On the southern part of the east end are the Wavecrest Resort and Molokai Shores, both of which have Maui oceanfront condos. Contact the Molokai Chamber of Commerce, the Molokai Visitors Association, or Maui real estate agents for more information about Molokai real estate. Beach Communities with Condos On the island of Maui itself, several beach communities have more of a mix of people from all walks of life than do the resorts at Kapalua, Kaanapali, Wailea, and Makena. These communities house the locals who live and work on West and South Maui. The lodging and accommodations are also an eclectic mix of older homes and newer condo developments. The Napili/Kahana/Honokowai area is a more affordable stretch offering Maui oceanfront condos between the very expensive and exclusive properties at Kapalua and Kaanapali. Lahaina, south of Kaanapali, was once the capital of Hawaii and a whaling center. It still is lively, and has a typical beach town's colorful nightlife. Kihei, on South Maui, is also a bustling, eclectic town that has more affordable lodging, as well as, Maui oceanfront condos. The Hawaii Constitution was framed by a Constitutional Convention underAct 334, Session Laws of Hawaii 1949. It was adopted by the people atthe election held on November 7, 1950, and was deemed amended when threepropositions submitted to the people in accordance with the Act ofCongress approved March 18, 1959, 73 Stat 4, Public Law 86-3, wereadopted by the people at the election held on June 27, 1959. As soamended, it was accepted, ratified, and confirmed by Congress by the Actof March 18, 1959. It went into effect on August 21, 1959, upon theissuance of a presidential proclamation admitting the state of Hawaiiinto the Union. The Constitution has since been amended a number of times in accordancewith proposals adopted by the legislature or by constitutionalconvention and ratified by the people. The source of these amendmentsis indicated in the source notes immediately following the text of theamended or new section. Revision Note On November 7, 1978, amendments to the Constitution proposed by theConstitutional Convention of 1978 were presented to the electorate forits approval. The Lieutenant Governor's computer report showed that allof the proposed amendments passed by the necessary constitutionalmargin. However, the Supreme Court of Hawaii in Kahalekai v. Doi, 60 H.324, 590 P.2d 543 (1979), held that a number of the proposed amendmentswere not validly ratified. The revisor has deleted from theConstitution these invalid amendments and added explanatory notes to thesections concerned. This deletion has been done under the authority ofResolution No. 29 of the 1978 Constitutional Convention authorizing therevisor "to effect such necessary rearrangement, renumbering andtechnical changes of the sections within the articles of the StateConstitution, as may be affected, for proper form and arrangement andproper order in the State Constitution in the event that any or some ofthe amendments to the State Constitution proposed by the ConstitutionalConvention of Hawaii of 1978 are not ratified by the electorate." In addition to the abovementioned amendments, removed from the text ofthe Constitution, there appear to be other proposed amendments that mayhave failed of ratification. A number of unspecified amendments,involving technical, stylistic, and incidental changes, were submittedfor approval by the electorate under Question 34. As to these, theCourt stated: The question of whether any amendment submitted for approval by QuestionNo. 34 was in fact approved ... dependents on its effect uponsubstantive law. If the amendment is purely stylistic and technical innature, and does not alter the sense, meaning or effect of any provisionof the Constitution, it was approved by the electorate and has become apart of the revised Constitution. On the other hand, if the amendmentalters the sense, meaning or effect of any provision of theConstitution, it was not ratified and is not effective to change thelanguage of the Constitution. Obviously, we are not now in a positionto make these line by line determinations. The revisor does not consider that the authority granted underResolution No. 29 embraces the elimination of proposed amendments ashaving failed of ratification where the issue has not been adjudicated. Thus the text of the Constitution includes all the proposed amendmentssubmitted for ratification under Question 34. As an aid to the readers,however, an attempt has been made to identify all suchamendments--except those obviously purely technical and stylistic andclearly nonsubstantive (which have been ratified)--and explanatory noteshave been appended thereto. Stitches in Time One of the goals of the Hawaiian quilting festival this weekend is to perpetuate the cultural art form By Catherine Kekoa Enomoto Star-Bulletin IT'S a quilting bee to beat the band. This weekend's inaugural Hawaiian Quilt Festival at Blaisdell Center offers a patchwork of activities. Displays, exhibits, demonstrations, lectures, workshops, a marketplace and hands-on practice cover each step in the quilting process - pattern tracing, cutting, laying out, pinning, basting, hemming or appliqueing, and quilting. "We'll have old quilt patterns and dressmaker's tracing paper for purchase at $2 for a two-yard sheet," said Augusta-Helen "Aunty Gussie" Bento, president of the Hawaiian Quilt Research Project and co-chair of the three-day festival. "It's enough to trace one large quilt design and a couple of small designs. The patterns themselves stretch out to 40 or 48 inches." Bento said different quilt patterns will be available Saturday and Sunday, plus pencils for general use. "Then, people will be able to quilt on a horse that's there for community quilting," she said. Oahu and neighbor island quilters will lead workshops, such as stencils, Hawaiian tropical placemats, Hawaiian quilt pillow, miniature Hawaiian quilt, and designing a Hawaiian quilt. Cost will range from $26.50 to $75. Co-chair Elaine Zinn said festival goals are three-fold - "to help the public understand what the Hawaiian Quilt Research Project is about, to perpetuate the art of Hawaiian quilting so that it continues to grow, and to let people know how to take care of their quilts, because our environment and insects are so threatening to textiles." The 16-year Research Project has documented and registered more than 900 quilts and 700 quilt patterns on all islands. People will be able to sign up at the festival for future registries. "The project is important to preserve the history of Hawaiian quilts," said Zinn, who produced the 13-part public television "Hawaiian Quilting" series, "and to preserve the actual quilts that are still with us, so they will last a few more generations. They are very precious." "It was the greatest show of friendship to share one's quilt patterns," said Elizabeth Akana, who can conjure a genteel picture of tutu (grandmothers) with flowers in their hair, gathered on a porch to share snitches of gossip and stitches of colorful threads. "The quilts are enlightening us about our history and bringing about a love of history, because when you're dealing with a quilt you've got to have love in your heart," Akana said. Meanwhile, people can take their own paper and pencil, and trace quilt patterns at Waianae Library, which has a prodigious collection of 400 patterns, with more patterns yet available at Kailua Library and Brigham Young University-Hawaii collections. Akana said of Hawaii's unique quilting process and product: "We're looking at love in fabric and thread."
